BAD NETWORK CONFIGURATION

If your Computer Network is not configuring properly, or manufacturer driver not installed properly, you will encounter delay whenever Windows start up or launching a service. Your network / Internet enabled application will face the same problem.
To diagnostic this problem, you should disable your network, go to Control Panel.
Find Network and Internet Connection -> Network Connection -> Local Area Connection, right click and select Disable.

Restart your Windows, if your Windows and application launch fast that means you have a network problem, hardware, driver, setup or any combination.

You need to re-install driver or reconfigure your network settings. Please check in detail, most probably gateway and DNS settings problem (Control Panel -> Network Connection -> Local Area Connection -> Right Click -> Properties -> Internet Protocol (TCP/IP) -> Properties.

If the network is setup properly, you should move to next step, but if you are not sure about the network setting, try disabling it and trying other method first. After trying all methods, then back here to diagnostic again.
